14 MEGA PROJECTS UNDER MONGOLIA’S 2024–2028 ACTION PLAN
To accelerate economic growth, increase export revenues, reduce dependence on imported energy, and develop infrastructure, the Government of Mongolia has planned to implement the following 14 mega projects under its 2024–2028 Action Plan:
Cross-border railway and terminal infrastructure at Gashuunsukhait–Gantsmod, Hangi–Mandal, and Shiveekhuren–Sekhee border points
Mongolia–France joint uranium project
Oil refinery plant
450 MW Tavan Tolgoi thermal power plant
Renewable energy and distributed generation project
Herlen–Toono and Orkhon–Ongi water transfer pipeline projects
Ereentsav–Choibalsan–Baruun-Urt–Bichigt vertical axis highway project
Coal-chemical and coke-chemical industrial complexes
Copper processing complex
Steel plant
Cashmere sector development project
Tourism infrastructure development
Construction of New Kharkhorum City
Ulaanbaatar–New Kharkhorum railway project
EXPECTED OUTCOMES:
Export revenues will double
Transportation costs will decrease by 50%
55–60% of domestic fuel demand will be met
GDP per capita will reach USD 10,000
