LAW ON TAXES AND SOCIAL INSURANCE SUBMITTED TO PARLIAMENT

The Government of Mongolia has submitted to the State Great Khural a package of draft amendments to the laws on taxation and social insurance. These legislative proposals aim to improve the tax environment, reform the social insurance system, and reduce the financial burden on citizens and businesses.
NEW KHARKHORUM CITY PLANNED TO BE ECO-FRIENDLY WITH A POPULATION OF 500,000

The new Kharkhorum city is planned to accommodate 500,000 residents, with 50% of its residential area designated as green spaces. It also aims to ensure that 70% of mobility will rely on walking, cycling, and public transportation. The master plan prioritizes environmental sustainability and long-term development.
LAW TO SUPPORT THE DEVELOPMENT OF KHARKHORUM CITY HAS BEEN PASSED

On January 23, 2025, the State Great Khural officially passed the “Law on Supporting the Planning, Construction, and Development of Kharkhorum City.” This law aims to restore the historic city, promote tourism, preserve cultural heritage, and ensure balanced regional development.
INTERNATIONAL COMPETITION FOR NEW KHARKHORUM CITY MASTER PLAN CONCLUDED SUCCESSFULLY

In 2024, an international competition was held for the master planning of the new Kharkhorum city. A total of 428 teams from 54 countries participated. The top five teams were selected to develop the city’s development concept.
ON THE ESTABLISHMENT OF KHARKHORUM CITY
To preserve Mongolian national history, ancestral heritage, and nomadic civilization, and to revive the historic capital Kharkhorum while ensuring balanced regional development, promoting sustainable tourism, and creating an eco-friendly and livable environment, the Government of Mongolia submitted the draft law on “Supporting the Planning, Construction, and Development of Kharkhorum City” on December 20, 2024.
384 KM RAILWAY LINE BETWEEN ULAANBAATAR AND NEW KHARKHORUM
Type: First-class passenger railway
Feasibility Study: Initiated in June 2024 in cooperation with Korea National Railway (KNR)
Expected Completion: June 2025
Purpose: To reduce congestion in Ulaanbaatar, support balanced regional development, and facilitate the relocation of the capital to New Kharkhorum.
14 MEGA PROJECTS – A NEW ENGINE FOR MONGOLIA'S ECONOMIC DEVELOPMENT
As part of its 2024–2028 Action Plan, the Government of Mongolia has identified 14 mega projects aimed at accelerating economic growth, increasing export revenues, reducing energy dependence, and developing infrastructure.
